Position Title: Entry Level Specialist I
Location: Brooklyn, New York

Job Description:
A NYC agency is searching for an entry level Specialist who will perform the following functions:

• Monitor contract plans / contracts to estimate fiscal year spending and renewal requirements
• Coordinate the preparation and timely submission of the annual MIS Executive Budget Request outlining proposed expenditures for all telecommunications and computer hardware / software acquisitions, maintenance contracts, consultant services and training contracts
• The implementation and maintenance of databases required for supporting budgetary control and fiscal reporting functions
• Obtain and track information on vendor performance from users in order to insure proper and fair evaluation

Skills Required :                
Candidates must have experience with the following:

• 2 years of experience in at least one of the following fields: Budget, IT hardware and software contracts, IT service contracts, telecommunication contracts or finance administration in complex public sector with IT environment
• 2 years of experience in budget and invoicing, writing Project Deliverables Bid Specifications, Request for Proposals (RFPs) and Request for Award for complex Telecommunications, IT Hardware and Software and related services.
• 2 years in conducting negotiations with vendors and coordinating with end-users
• At least 1 year of experience with MS Office Suite (Word, Excel, Outlook, Access)
• Excellent English language written and verbal communications are a must!

Skills Preferred:       
The following skills are desired, but not mandatory:

• Demonstrated experience in the design, development and use of procedure manuals, process documentation and policy analysis
• Working knowledge of various IT / Telecomm products and services
• Strong knowledge of capital/expense budget procedures
• Prior experience working for Governments (Federal, State or City) Social Service agencies in a complex IT environment
• Knowledge of NYC procurement process and rules

Education:                
Bachelor’s degree or equivalent diploma is required.
